Our Team of Specialist

Roger Carter

Local Administrative Advisor

Twenty years of serving as city manager in Santaquin and Washington City, Utah, shaped my dedication to rural communities. Navigating growth, fiscal responsibility, and community development sharpened my skills. Federal and state land experience added stewardship and partnership to the mix. Local public administration has been my passion. Understanding the unique pulse of rural Utah, its challenges and triumphs, drives my commitment to ensuring these communities are empowered, their voices heard, and their needs met.
